Collaboration Member Admin/User Business Rules

The two user permissions  ‘Collaboration Member Administrator’ and ‘Collaboration Member User’ appear only for Global Collaboration System Administrators.  

These new roles are introduced to enable access for members within Collaboration network (e.g. a participating Agency) who do not have Full Access to our planning solution as they have not purchased Global Collaboration. Therefore, they will only be able to access the Collaboration Portal.

However, aforesaid two permissions should not be assigned to an individual along with Administrator or other permission type.  Hence, they are users who should not be able to see other areas of the solution.
